Hollande Returns to the Political Fray
Former French president François Hollande has published a new book titled "Unite. New World, New Left" that outlines 80 specific policy proposals for the future of France. The timing of this release, alongside his public appearances, has sparked intense debate about his political ambitions ahead of the 2027 presidential election. Despite the detailed program, Hollande maintains a cautious stance, stating he will wait until December to announce whether he intends to seek the presidency.
He currently refuses to participate in the upcoming October primary for the Socialist Party. Instead, he plans to monitor the field to see if a viable candidate emerges before committing to a run. This strategy reflects a cautious approach from a politician who chose not to seek reelection in 2017 due to low approval ratings. Nine years later, he argues that the country requires a shift in methods and ambition.
A Platform Beyond Traditional Party Lines
During an interview on France Inter, Hollande emphasized that the primary challenge facing France is unity in a polarized political climate. He frames his proposals as a bridge between ideological extremes, suggesting that solutions must transcend rigid party boundaries. This message appears aimed at capturing centrist support, although his policy specifics often diverge from the current Socialist Party platform.
One significant point of departure involves tax policy. Hollande explicitly rejected the Zucman tax on the ultra-rich, labeling it a slogan rather than a practical solution. He also proposed a retirement age of 63, coupled with a gradual increase in the contribution period based on rising life expectancy. His plan includes a cap on pension indexation to generate savings, a move he believes is necessary to balance the national budget.
To boost worker income, he suggested cutting employee social contributions. He would offset this revenue loss by increasing the standard VAT rate from 20% to 24%, while simultaneously removing the reduced 5.5% rate on goods like food and energy. These economic adjustments represent a significant shift from traditional left-wing orthodoxy, aiming to increase net wages by approximately 10% across the board.
Geopolitical Vision and Future Significance
Hollande’s book offers a grim assessment of global stability. He points to the impact of wars, climate change, and the rapid expansion of artificial intelligence as destabilizing forces. In his view, the next year is critical for the fate of Europe, particularly as the continent must redefine its international role. He explicitly stated that Europe can no longer rely on the United States as it has in the past, noting that the era of transatlantic dependency is ending.
His vision for the European Union centers on strategic autonomy and a multi-speed structure. He envisions a small core group of nations leading on defense, digital technology, and artificial intelligence. This proposal underscores his desire to see France reclaim a central role in shaping European policy. Critics within the French political sphere remain divided, with some noting his ideas appear more aligned with the center-right, while he continues to claim his socialist roots.
As the political season intensifies, the reception of these proposals among the French public remains the primary question. Whether his platform can gain traction before December will be the decisive factor in his candidacy. He continues to advocate for specific measures like a 30% quota for employee representation on corporate boards and a new €10,000 grant for young people entering civic service. Observers are watching closely to see if this blend of proposals secures a path back to the Élysée Palace.
