Martin Luther King Jr. Community Hospital in Willowbrook sits at a breaking point. While it serves as the primary medical safety net for South Los Angeles, the facility currently manages extreme overcrowding by treating patients in metal-frame tents on the pavement. Despite seeing over 120,000 emergency visits annually in a department designed for 25,000, the hospital faces significant financial instability.
At the center of the debate is the allocation of Measure B funds. This county property tax was established in 2002 to support trauma centers and emergency services across Los Angeles. However, current distribution patterns favor trauma centers, including some of the wealthiest private institutions in the region. MLK Hospital has never received ongoing, recurring funds from this pool, leaving it reliant on one-time bailouts and state intervention to keep its doors open.
Leaders at the hospital point to a stark contrast in local healthcare access. While they serve a population where 95 percent of patients rely on public insurance or lack coverage entirely, other well-funded private hospitals receive annual allocations from the same tax measure. Dr. Elaine Batchlor, the hospital CEO, argues that the current funding model fails to reflect the actual economic needs of the communities it serves.
Cedars-Sinai and other beneficiaries of Measure B maintain that changing the existing allocation formula threatens the stability of the broader trauma system. They argue that these funds were designed to maintain specific emergency infrastructure, and shifting them could negatively affect those services.
Los Angeles County Supervisor Holly Mitchell is now pushing for an independent review of how these funds are distributed. As the county board prepares to discuss the future of these tax dollars, the survival of the South L.A. facility remains uncertain.
