Northern California is testing a new approach to flood control. The Palo Alto Horizontal Levee Pilot Project moves away from the traditional model of steep, rock-covered embankments. Instead, it features a gradual slope populated with 35 species of native plants. This design acts like a natural estuary, absorbing wave energy more effectively than concrete barriers.
Beyond basic flood mitigation, the structure serves an environmental function. It is connected to the local wastewater treatment center. Treated water passes through the levee’s gravel and soil layers, where plants extract nitrogen. This process prevents excess nutrients from entering the Bay, which helps inhibit harmful algal blooms while improving overall water quality.
Local wildlife stands to gain from this restored habitat as well. The salt-marsh harvest mouse, an endangered species in the area, depends on coastal vegetation to survive high tides. By creating a gentle, vegetated transition between the land and the water, the project offers a refuge for these rodents and other shorebirds that have lost ground to development over the decades.
This pilot is a direct response to rising sea levels, which officials project to increase by several feet by the end of the century. While the current stretch is short at 500 feet, researchers from the United States Geological Survey and local universities are using the site to collect data. They aim to track the project's performance regarding water quality and biodiversity. If successful, the results could provide the evidence needed to scale green infrastructure throughout the Bay Area, proving that nature-based solutions offer a viable path for coastal protection.
