Pennsylvania roads are being coated in radioactive wastewater − here’s why
Pennsylvania continues to manage a significant environmental challenge involving the use of oil and gas well wastewater on public roads. For years, this fluid, commonly known as brine, was spread on dirt and gravel surfaces to suppress dust and on paved roads for ice control. While the state Department of Environmental Protection halted the practice in 2018, recent developments indicate the issue remains relevant as new permitting processes emerge.
Researchers at Penn State have analyzed the composition and efficacy of this brine. The wastewater typically contains high levels of salt, heavy metals, and radium, a radioactive element linked to human health risks. Despite the high mineral content, studies show that oil and gas brine functions no better than plain rainwater at suppressing road dust. Data indicates that most contaminants, including radioactive elements, wash off road surfaces during rainstorms and migrate into local streams and drinking water sources.
Regulatory oversight remains a central point of debate. While unconventional fracked well brine faces stricter disposal rules, conventional oil and gas brine has historically been handled with less oversight due to the age of the industry and differing environmental standards. A new permit issued in May 2026 allows for the sale of this brine as a commercial product. This classification change could allow the wastewater to enter the market for road maintenance without mandates for disclosing its origin or chemical content to consumers.
Currently, there is no requirement for operators to test for radium or prove the effectiveness of the brine for its intended application. The financial and environmental costs of this practice include bridge and vehicle corrosion, as well as the degradation of roadbeds that require more frequent repairs. Legislation such as House Bill 84 seeks to implement a complete ban on the road-spreading of this waste, reflecting ongoing efforts to align state policy with concerns about water quality and public safety. As the debate continues, the focus remains on the intersection of resource extraction waste management and the maintenance of public infrastructure.
