Romania’s Energy Shift

Romania is currently struggling to keep pace with the European Union’s renewable energy targets. Data from the energy research firm Ember shows the country generated just 9.78 percent of its electricity from solar sources last year. This figure sits well below the 13.1 percent average across the bloc. Reliance on legacy power sources remains a major hurdle for the nation. Hydropower provided 24.3 percent of the domestic grid supply in 2025, but the reliance on gas and coal continues to outstrip the European Union averages.

Coal provided 15.2 percent of the country's electricity, while gas contributed 16.9 percent. These figures exceed the EU averages of 9.18 percent for coal and 16.8 percent for gas. The government now faces pressure to modernize its energy mix as industrial demands rise and climate targets become more strict. This context makes recent infrastructure developments in the northern region a focal point for national policy.

The Dama Solar Project

Progress on the continent’s largest solar farm has moved forward. The Romanian Energy Regulatory Authority, known as ANRE, recently granted the final establishment authorization for the Dama Solar project. This regulatory milestone confirms that the developers possess the necessary capital to move forward with construction. Rezolv Energy leads the project, which sits in the Arad County near the Hungarian border.

Engineers expect the site to reach a total capacity of 1.24 GW once it enters commercial operation by 2030. Calculations suggest the plant could produce approximately 10.86 TWh of electricity annually. Even at a conservative operational capacity of 15 percent, the facility would generate 1.63 TWh of power. This output is enough to supply roughly 280,000 homes. The scale of the project effectively doubles Romania’s current national solar production capacity.

Future Implications and Local Impact

Development plans for Dama Solar include more than just generation panels. Rezolv Energy has committed to creating 500 jobs during the three-year construction phase. The site also houses an 82-hectare nature reserve, representing one of the largest private restoration efforts in Southeastern Europe. Plans to integrate large-scale energy storage systems are also under review. This addition aims to capture excess power generated during low-demand periods, preventing waste and stabilizing the regional grid.

Sheep will manage the vegetation within the solar farm, allowing parts of the agricultural land to remain in use for pasture. While the project is a major step toward replacing fossil fuel reliance, the broader energy picture for Romania remains difficult. Grid upgrades and sustained investment in other clean energy sources are still required. Industry observers now watch to see if this project can spark a wider shift in the national energy strategy. The success of the Dama farm could determine the speed of the country's transition away from carbon-heavy fuel sources.
