AI agents currently face significant barriers when attempting to use software APIs. They lack stable identities for registration and have no native methods for processing payments. This forces humans to step in to handle manual sign-ups and payment configurations, which creates friction and slows down the growth of agentic commerce. To address these gaps, Cloudflare has introduced Cloudflare Wallets, a system designed to give agents the capability to operate and pay for services autonomously.
The system utilizes a two-tier structure consisting of Account Wallets and Virtual Wallets. Account Wallets are intended for human owners to manage overall funds and security policies. These accounts can then provision Virtual Wallets for specific AI agents. By assigning these virtual counterparts, owners can set strict guardrails such as spending limits and allow lists. This enables agents to explore and test various APIs and services while keeping financial risk under control.
Beyond payment processing, these wallets provide agents with a stable, human-readable identity. Through the new registration system, agents can present a consistent profile to merchants. This mimics the relationship between URLs and IP addresses, providing a readable layer for machine-level operations. Merchants can then choose whether to interact with identified agents or apply standard bot mitigation protocols.
This release builds upon the previously announced Monetization Gateway and support for the x402 protocol, which enables micropayments on HTTP requests. By combining headless payment capabilities with persistent identities, the goal is to build an infrastructure for machine-to-machine commerce. This allows agents to pay for inference, data, or content without manual intervention. Users can now claim their handles and begin building these automated purchasing workflows.
