A Surge in Human-Bear Encounters

Japan recorded 13 deaths and 220 injuries from bear attacks between April 2025 and March 2026. This data reflects a sharp increase from the previous year, which saw three fatalities and 82 injuries. As Japan enters the peak feeding season for bears, authorities maintain high alert levels to protect residents. The rise in encounters stems from shifts in rural demographics that occurred after World War II. Millions of young people migrated to urban centers, causing farmland to fall into disuse. This land once served as a physical buffer between human settlements and forest edges.

Wildlife researcher Liam Adcock from the Picchio Wildlife Research Center notes that the boundary between town and forest has blurred. Declining hunter populations and stricter hunting regulations also contributed to the growth of the Hokkaido brown bear and Asiatic black bear populations. Researchers estimate the current population sits above 57,000 bears. Climate change further complicates the situation by altering the availability of natural food sources like berries and acorns. Bears now forage closer to human dwellings, resulting in 50,000 sightings last year. The government now describes these animals as a serious threat to public safety.

Technological Deterrents and Their Limitations

To address this threat, several regions have deployed advanced monitoring systems. Gunma, Toyama, and Ishikawa use motion-sensing cameras equipped with artificial intelligence to identify bears in real time. Hokuriku Electric Power Company developed these systems to notify officials immediately. In Hokkaido, KDDI SmartDrone operates a drone port in Shintotsukawa. This system allows for rapid response, launching a drone within 10 minutes of a confirmed sighting to track the animal. Such tools provide early warning signals and assist in nonlethal management efforts.

Robotic solutions offer another layer of protection. Wolf Kamui Co. markets the Monster Wolf, a solar-powered animatronic robot that mimics the howl of the extinct Japanese wolf. This $4,000 device aims to deter bears from agricultural crops and residential areas. Demand for the product has doubled since last year. Company director Motohiro Miyasaka confirmed plans for a portable version, the Monster Wolf Mini, currently under development for hikers and campers. Despite their utility, these devices are not foolproof.

The Role of Information and Traditional Methods

Tokyo-based engineer Danyel Koca emphasizes that high-tech solutions remain costly and difficult to scale nationwide. Data fragmentation also hinders public safety. After a fatal attack on Mount Rausu in August 2025, Koca found that official bear data existed in disjointed formats across various municipal websites. He founded Kumamap to aggregate this information into a single tracking platform. The app now hosts nearly 6 million users and tracks over 156,000 incident records. It allows hikers to verify risks along specific trails before they head outdoors.

Traditional methods remain effective alongside modern innovations. Adcock advocates for the use of Karelian bear dogs, which track and bark at bears to force them out of residential areas without causing injury. Towns that use these dogs have reported significantly lower encounter rates compared to surrounding regions. This combination of AI monitoring, robotic deterrence, and trained animals represents a broader shift in Japanese wildlife management. The goal is to prove that nonlethal coexistence is possible even as human-bear friction increases. Japan’s approach to blending heritage and technology offers a model for other nations facing similar wildlife management challenges.
