Regional Access Shifts Internet Dynamics

The authorization of Starlink services in neighboring countries could reshape how Iranians bypass government-imposed connectivity blackouts. Iraq officially greenlit the satellite internet provider on July 17, followed by the United Arab Emirates on August 28. These legal markets, situated directly on Iran's borders, provide new, official channels for hardware to enter the country.

Historically, Starlink terminals reached Iran through complex, high-risk black-market networks involving multiple intermediaries. This illicit supply chain inflated costs, with standard kits selling for over $2,000 during periods of stability and surging toward $3,000 during total internet shutdowns. Legalized availability in Iraq and the UAE will not remove all risks associated with importing the technology, but it will likely increase the overall supply and reduce the reliance on expensive middleman networks.

The Technical Role of Satellite Gateways

Expansion of satellite access does not mean individual households will suddenly possess high-speed internet for every device. Instead, these terminals often serve as critical gateways. Activists and technical groups, such as the nonprofit Holistic Resilience, describe setups where a single terminal acts as an exit point for a local network. Users can route traffic through Iran’s National Information Network to reach a local gateway, which then pushes that data to the global internet via Starlink.

A single terminal can support roughly 20 to 30 users engaged in basic web browsing or messaging tasks. While bandwidth limitations restrict heavy activities like video streaming, this communal model allows groups of activists or families to maintain contact with the outside world when the state disables international connections. Reducing the hardware cost is the primary hurdle to scaling this model further.

Limits and Ongoing Risks

Despite the potential for increased hardware flow, significant constraints remain for users inside Iran. SpaceX, the operator of the service, maintains control over terminal activation. While the company reportedly waived subscription fees during the January 2026 internet blackout, there is no guarantee that new terminals sourced from Iraq or the UAE will receive the same treatment indefinitely. The long-term cost and operational status of these units remain tied to corporate policy rather than user demand.

Furthermore, the physical risk to the end-user is substantial. Iranian authorities monitor satellite connections, attempt to locate terminals, and view the possession of such hardware as a security violation. Satellite internet cannot replace the country's national infrastructure for most citizens, and it will remain a specialized tool for specific groups. Still, the existence of a backup route complicates the government's ability to isolate the country completely. When the next internet kill switch is activated, the availability of these terminals ensures that more doors remain open to the global network.
