Vietnam Opens Doors to Starlink Under Tight State Control
Elon Musk's Starlink officially began selling satellite internet services in Vietnam this month, offering high-speed connectivity to one of the world's most strictly monitored digital environments. Residential packages launch at approximately €37 per month, with hardware costs starting at €284. This rollout follows a March 2025 government decision to grant SpaceX a trial license, waiving standard foreign ownership requirements for the project. The pilot program, which spans through the end of 2030, limits total capacity to 600,000 subscribers.
Operating through a local subsidiary known as Starlink Services Vietnam, the company connects its satellite constellation to terrestrial infrastructure via four government-licensed gateway stations. These gateways ensure that all data traffic flows directly into the domestic network. Hanoi authorized this trial as part of broader negotiations to reduce trade tensions with Washington, specifically addressing concerns over Vietnam's significant bilateral trade surplus.
Infrastructure Gains Versus Economic Reality
Vietnam has built an extensive internet backbone since first connecting in 1997. Official statistics suggest 84.2% of the population, or roughly 85.6 million people, currently use the internet. With 92% of the country covered by 5G networks and widespread fiber-optic availability in urban hubs like Hanoi, the demand for expensive satellite internet remains concentrated in niche areas. Starlink targets remote mountainous regions and islands where traditional infrastructure often falters.
Still, the price point creates a barrier for the intended demographic. The National Statistics Office reports that average monthly income in rural areas hovers around €259. Paying nearly €300 for hardware plus monthly fees makes individual adoption unlikely for many families. Khac Giang Nguyen, a visiting fellow at the ISEAS-Yusof Ishak Institute, notes that the service may find its primary utility in shared institutional settings like schools or clinics rather than private homes.
Digital Sovereignty and the Bamboo Firewall
The arrival of Starlink does not equate to the erosion of Vietnam's internet censorship apparatus. Freedom House ranked Vietnam 22 out of 100 in its 2025 report, placing it among the most restrictive regimes globally. The government maintains a high compliance rate from global tech giants, with platforms like YouTube and TikTok removing more than 94% of content flagged by authorities in the first half of 2026. This operational reality remains unchanged by the introduction of satellite hardware.
Regulatory frameworks have grown more rigid as new technologies enter the market. Decree 147, effective since December 2024, forces social media firms to verify user identities and remove flagged content within 24 hours. A separate Cybersecurity Law implemented in July 2026 mandates the construction of a national firewall to block unauthorized traffic. These laws ensure that any foreign service provider must align with state security objectives.
Future Implications for State Oversight
Starlink enters the Vietnamese market under strict conditions. Unlike operations in some other nations, the service is under joint supervision by the Ministry of Science and Technology, the Ministry of National Defense, and the Ministry of Public Security. Analysts suggest the state views this trial as a manageable risk rather than a threat to its authority. The government intends to maintain control over the flow of information while gaining the reliability of satellite connectivity for disaster recovery.
Digital sovereignty remains a priority for the Vietnamese state. As Alfred Gerstl from the University of Vienna explains, the regime shows no signs of loosening its grip. While Starlink improves the physical ability to connect to the internet, it does not provide an exit from the existing surveillance system. The broader significance is clear: infrastructure expansion serves government goals first, and citizen freedom second.
