Their strategy includes having paper copies of student guides and math manipulatives ready to deploy. The focus remains on inquiry-based learning that functions without an active connection to the web.

Temple Independent School District takes a more decentralized path. Renota Rogers, the chief academic officer, emphasizes that the district trusts the professional judgment of its teachers to pivot during an outage. They do not maintain a massive catalog of backup lesson plans for every technical glitch. Rogers suggests that outages are usually temporary and that teachers manage the gap until connectivity returns. The lack of a district-wide backup system relies on staff to improvise effectively under pressure.

Addressing the Equity Gap at Home

Connectivity issues extend beyond the school walls. For students without reliable internet at home, the digital divide remains a significant barrier to education. Belton ISD addresses this with a specific, equipment-focused solution. Frank Murray, the chief technology officer, reports that the district provides cellular-based hotspots to qualifying families upon request. These devices ensure students can access the same digital platforms from their homes that they use in their classrooms.

Temple ISD views the current landscape differently. Rogers mentions that the home connectivity problem decreased following the COVID-19 pandemic. For those still lacking access, the district handles solutions on a case-by-case basis. They focus on flexibility rather than a one-size-fits-all hardware rollout. This approach prioritizes personal assessment of family needs over broad, equipment-heavy programs.

Technology Infrastructure and Offline Functionality

Both districts leverage modern software configurations to mitigate the risk of disconnection. District-issued devices often feature offline modes that sync automatically once they regain access to a network. This allows students to download materials while on campus and work without an active web connection.
