Infrastructure Fragility in Southeast Asia
Vietnam is currently contending with significant disruptions to its international internet connectivity. Four of the nation's six primary subsea cable systems are experiencing technical failures. This recent wave of outages impacts digital services across the country, creating slow speeds and intermittent access for businesses and residential users alike. The affected cables, including the SJC2 and AAE-1, are central to Vietnam's external data exchange.
The SJC2 cable reported faults on its S4 segment near Hong Kong on August 25, 2026. Almost simultaneously, the AAE-1 system encountered issues on its S1.H2 segment. These events follow a pattern of technical instability that has plagued the region for years. While AAE-1 has been in service since 2017, the SJC2 connection only reached operational status in July 2025. Data suggests the AAE-1 cable has suffered from ongoing complications since as early as February 2026.
The Status of External Connectivity
Beyond these two systems, the Asia-America Gateway and the Tata TGN-Intra Asia cables are offline. Both systems are older, dating back to 2009. Repairs for these two older lines are not scheduled to begin until September. The current situation leaves only the Asia Direct Cable and the Asia Pacific Gateway as the remaining stable links for Vietnam's international traffic.
Operators are actively attempting to mitigate the impact of these failures. VNPT confirmed it has rerouted traffic to available capacity. Despite these efforts, the company admits that users will notice performance issues during peak hours, particularly when accessing content hosted outside of Vietnam. Viettel has added 800 Gbps of international capacity via the IA cable and 300 Gbps through the APG. They have also redirected data through a recently completed terrestrial cable that runs through Laos to Singapore.
Future Outlook and Strategic Investments
This is not a new problem for the local telecommunications sector. In 2023, the country faced a similar scenario where all five then-active subsea cables suffered outages at the same time. The consistent nature of these technical failures highlights the risks associated with an over-reliance on a limited number of subsea connections. These cables serve as the lifeblood of the modern digital economy, and their vulnerability creates genuine operational risks for local providers.
Investment into new infrastructure is currently underway to address these capacity constraints. Authorities expect two additional subsea systems to come online next year: the Asia Link Cable and the Vietnam-Singapore Cable System. Furthermore, the MViSTA system is currently planned for a 2028 launch to connect Vietnam with Malaysia, Thailand, and Singapore. These projects aim to provide a more stable foundation for the nation's digital growth. However, until these systems are fully commissioned, internet users must navigate a period of constrained bandwidth and technical volatility.
