Nickolay Mladenov, the high representative for Gaza on the United States President’s Board of Peace, issued a grave warning to the United Nations Security Council this Wednesday. He described the current impasse as a potential point of no return for all parties involved. Mladenov argued that if the present diplomatic path collapses, no roadmap for peace will remain. The infrastructure for a future administration would vanish and the physical terrain would offer nothing for reconstruction efforts.
This assessment comes after Israeli Prime Minister Benjamin Netanyahu publicly dismissed the 15-point peace plan drafted by the United States. Washington positioned this proposal as a path toward ending the war. Mladenov told the council that failure to secure this agreement is not a mere setback. It represents an irreversible shift that threatens to dismantle any remaining framework for stability. The consequences of such a collapse would extend far beyond the immediate conflict zone.
Disarmament Commitments and Hurdles
The diplomatic situation remains complicated by the specific requirements of the peace roadmap. Hamas signaled its agreement on July 30 to a plan that requires the group to hand over its weapons. This disarmament process would fall under the supervision of an International Stabilization Force led by United States Major General Jasper Jeffers. The plan calls for the transfer of governing authority to a newly formed Palestinian body. This National Committee for the Administration of Gaza would consist of independent technocrats focused on civil service and humanitarian aid delivery.
Despite these overtures, practical implementation faces heavy resistance from the Israeli government. Netanyahu stated earlier this month that Israel intends to maintain its military footprint in the region until Hamas completes the disarmament process. This stance puts the Israeli government in direct conflict with the timeline established by the Board of Peace. Mladenov acknowledged that Hamas must meet its commitments to stop all military activities, noting that weapons caches and tunnel construction continue to hinder the progress of the deal.
Regional Impact and Ongoing Conflict
The scale of the human loss in this conflict remains staggering. Since the start of the war on October 7, 2023, the total death toll among Palestinians has reached at least 73,422. Gaza’s Ministry of Health reports that at least 1,288 Palestinians have been killed since the US-brokered ceasefire began in October 2025. These figures underscore the desperation surrounding the current diplomatic efforts. The original October 7 attacks by Hamas in southern Israel left approximately 1,200 people dead and resulted in 240 individuals being taken as captives.
Diplomatic tensions also extend into the occupied West Bank. Riyad Mansour, the Palestinian ambassador to the United Nations, addressed the Security Council regarding Israeli settlement policies. He pointed to the release of new bidding tenders for the E1 settlement project as evidence that the Israeli government is working against the 15-point peace plan. Mansour argued that these actions undermine regional peace prospects and create physical barriers that complicate the possibility of a functional Palestinian state.
