Federal officials are sending notices of intent to 100 marketplace agents who allegedly violated conduct standards by submitting insurance enrollments without required Social Security numbers or verified identifying information. The Centers for Medicare and Medicaid Services, led by Dr. Mehmet Oz, flagged these activities as illegitimate attempts to secure subsidized coverage.

Government data indicates the scale of the issue is significant. CMS officials estimate that approximately 35% of current marketplace enrollments may lack proper documentation. This potentially places billions of dollars in taxpayer-funded subsidies at risk. A recent Health and Human Services report identified roughly 2.6 million improper or phantom enrollments currently active in the system, including over one million cases where applicants provided no Social Security number.

This move is part of a broader federal push to eliminate waste and abuse across healthcare programs. Earlier this year, the administration established an anti-fraud task force led by Vice President JD Vance to investigate similar irregularities in medical equipment billing and other areas. The agency maintains that its ongoing reforms are designed to protect both the taxpayer and the integrity of the healthcare marketplace.

CMS reports that previous reform measures would have resulted in savings of $3 billion if fully enacted. The agency continues to monitor enrollment data and stated it will proceed with enforcement against any agents who disregard established conduct protocols.
