Power Outages and Infrastructure Damage Across Kauaʻi

Nearly every resident on Kauaʻi lost power on Tuesday as Hurricane Lowell moved past the island, forcing officials to begin damage assessments on infrastructure, homes, and government buildings. Early reports show that 33,000 of the 36,000 customers served by the Kauaʻi Island Utility Cooperative lost electricity during the storm. Crews are working to inspect 1,500 miles of lines to determine when service can safely return.

KIUC President and Chief Executive Officer David Bissell stated that the company's first priority is safety for crews and the public. He noted that they need a full understanding of the damage before providing reliable restoration estimates. The Emergency Management Agency is using helicopters to survey impacted areas now that daylight has allowed for safer flight conditions.

Severe coastal flooding and debris wiped out parts of the North Shore and Westside highways. State officials confirmed that the Port Allen small boat harbor sustained significant damage, including destroyed piers and sunken vessels. Nāwiliwili small boat harbor also saw roof damage to office buildings. Local residents have started clearing debris from roads themselves using heavy equipment like excavators and backhoes to ensure access for emergency vehicles.

Hurricane Lowell took an abrupt northward turn as it neared the main Hawaiian Islands, similar to the path of Hurricane ʻIniki in 1992. While the damage is widespread, residents expressed relief that the impacts were less severe than those caused by previous historic storms. The Kauaʻi Emergency Management Agency reported a busy night at its incident command center as winds gusted up to 74 mph in Waipā and 69 mph at Barking Sands.

Data from the Hawaiʻi Mesonet shows that Lower Limahuli recorded nearly 16 inches of rain during the event. While some dams showed higher water levels overnight, state officials confirmed all structures performed as expected and are now stabilizing. The University of Hawaiʻi continues to expand its weather station network, though it lacks coverage on the Westside of Kauaʻi, leading officials to rely on the National Weather Service and other data sources for real-time monitoring.

Beyond Kauaʻi, the storm caused problems on Oʻahu where waves jumped beaches and flooded Farrington Highway. Sections of the road remained closed Tuesday, isolating communities like Waiʻanae and Mākaha from the rest of the island. Meteorological analysis suggests that a combination of high tide and powerful surf, with wave heights exceeding 25 feet, caused the coastal inundation. Residents across Maui County also faced road closures and power outages, with service centers opening in Lahaina and Wailuku for people to charge their devices.
