Oakland residents often use green compostable bags to keep kitchen scraps clean, but those bags are causing issues at local processing facilities. While the intention is to help the environment, these bioplastic bags do not break down in the industrial conditions used by Waste Management. Because they do not decompose properly, they are removed from the compost stream and sent to the landfill instead. This creates an unexpected hurdle for local waste management goals.

The regional agency StopWaste indicates that bioplastics often contain additives and are not as environmentally safe as many shoppers assume. While some nearby cities accept these bags, Oakland and its contracted facilities do not have the infrastructure to process them. This lack of standardization across different regions leads to significant consumer confusion regarding which items belong in which bin.

City recycling manager Rebecca Parnes notes that plastic bags are currently the most common contaminant in the local compost stream. When these bags enter the facility, they must be manually or mechanically removed. This complicates the production of high-quality compost that is sold to farmers and landscapers. Contaminated compost is harder to sell and requires more intensive sorting.

If you have been using these bags, do not feel guilty. Many cities previously promoted them as a viable solution before updated research showed the limitations of the technology. For now, the most effective way to manage food scraps in Oakland is to skip the plastic liners entirely. Instead, use paper bags, such as those from grocery stores, or line your bin with shredded paper. Storing your food scrap container in the freezer can also prevent leaks and odor issues without requiring plastic bags.

Moving forward, state laws like Senate Bill 1383 and SB 54 will work toward better labeling and standardization. Until those changes take full effect, the city advises residents to treat any plastic bag as trash rather than compost. Opting for reusable containers whenever possible remains the most reliable strategy to reduce waste and avoid harmful contaminants in our local soil products.
