EU aims to build AI gigafactories of its own
The European Commission is launching an initiative to secure its digital future by funding the construction of seven AI gigafactories. This project aims to mobilize over 30 billion euros in combined state and private investment to boost the computing power within the European Union. By building this internal infrastructure, officials hope to reduce reliance on foreign tech providers and protect critical data from external political pressure.
The European High Performance Computing Joint Undertaking will manage the funding process. Ten billion euros will come from public sources while the remaining twenty billion euros will be sourced from private capital. Consortia involving cloud providers, investors, and public entities are now invited to submit their bids. Major chipmakers like AMD, Nvidia, and Qualcomm have already expressed interest by signing letters of intent to support the proposed facilities.
Europe currently operates 19 data centers, but officials view this capacity as insufficient for long-term operational autonomy. The new gigafactories are designed to produce advanced processors, software, and high-speed connectivity solutions. These sites will provide startups, researchers, and public agencies with the infrastructure required to compete at a global level without sacrificing safety standards or data ethics.
Energy consumption and environmental impact remain significant hurdles for the project. Critics and local citizens have raised concerns regarding the high water and electricity demands of large-scale data centers. The Commission maintains that these facilities will adhere to strict regulatory frameworks, including the Digital Services Act and the Digital Market Act, to address issues like security and environmental sustainability.
The application process for these funds remains open until November 12. If successful, the distribution of capital will begin in early 2027 with construction slated to start shortly thereafter. This move represents a strategic shift for the bloc as it attempts to establish its own sovereign hardware and software ecosystem in an increasingly polarized global market.
