Google and Epic withdraw settlement as Play Store overhaul moves ahead

Google and Epic Games have withdrawn their joint motion to modify the court-ordered changes to Android app distribution in the United States. This move means the companies will now proceed with the original court-mandated remedy rather than the proposed alternative settlement. The process clears the path for rival app stores to begin appearing directly within the Google Play Store starting July 22, 2026.

Under the original injunction, Google must allow third-party app stores to be distributed through its platform while granting those stores access to the broader Play catalogue. Google stated that this shift in strategy allows the company to focus on its global business model changes without prolonging the legal process. The company maintains that it remains committed to platform security while operating within the requirements set by the US court.

To facilitate this transition, Google introduced the Play Catalogue Access Program. Third-party stores participating in this program must meet specific safety and policy standards. Requirements include a 5,000 dollar annual review fee, maintenance of transparent trust policies, and a strict requirement to keep malware install attempts below 1 percent. These stores are currently limited to operations within the United States.

Industry observers note that this development preserves the original court remedy, which is widely viewed as a stronger position for independent developers. While the integration of third-party stores into the Play Store moves forward, some legal questions remain unresolved. Specifically, the potential for Google to implement fees on link-out payments remains a point of contention that could be addressed in future proceedings.

Developers currently using zero-fee link-outs can maintain their current operations for the time being. However, the legal landscape for app distribution continues to shift as Google adapts its platform to comply with the monopoly verdict. The focus now shifts toward how the broader ecosystem of app stores will integrate into the Android framework under these new rules.
