Kyivstar and Ukrtelecom have entered into a formal cooperation agreement to implement an Open Access model for telecommunications infrastructure in Ukraine. This partnership allows both operators to share portions of their respective networks to increase the speed and efficiency of optical internet deployment across the country.
Under this arrangement, Kyivstar will offer Home Internet and its digital service ecosystem through Ukrtelecom’s non-volatile GPON infrastructure. Conversely, Ukrtelecom will provide optical internet services by utilizing Kyivstar’s extensive optical network. Both entities will operate on an open market basis, ensuring that network access remains transparent and non-discriminatory.
Each company retains full control over its own commercial relationships, tariff policies, and service support for its respective subscribers. The project aims to reduce the need for redundant network builds by utilizing existing assets more effectively. This shift marks a transition away from the historical practice of parallel network development that has defined the Ukrainian telecom market for decades.
The initial phase of this partnership focuses on the Odessa, Vinnytsia, and Kirovohrad regions, impacting over one million residents. Both Kyivstar CEO Oleksandr Komarov and Ukrtelecom CEO Yuriy Kurmaz highlighted the strategic importance of this model in accelerating the rollout of high-quality connectivity. The companies plan to extend this cooperation to additional regions in future project phases.
