The logic relies on the fact that your outlets share a busbar in your breaker panel. Modern adapters inject a data signal into the AC waveform, using the hot, neutral, and ground wires to carry the connection. While it avoids the labor of fishing cables through finished walls, performance depends on the internal state of your electrical system.

Not all outlets perform the same way inside a house. Power service enters as split-phase, meaning your circuits reside on two separate busbars. Signals may struggle to bridge the gap between these bars unless a 240V appliance happens to be active and couples the legs together. Interference also plays a role in speed. While MoCA adapters using coaxial cable often provide better results, powerline kits remain a practical choice when running new Cat6 cable is not an option.
